A Practical Starting Checklist for COLA and Label Review

Gather product and label details

Start with the exact product type, brand name, formula or statement of composition if relevant, alcohol content, container details, and the label artwork you intend to use. Keep a clear version history so reviewers and your team are looking at the same file.

Check the federal pathway

Use TTB's current labeling guidance and COLAs Online resources to determine whether a Certificate of Label Approval or an exemption may apply to your product and circumstances. Do not assume that a prior approval automatically covers a different product or label.

Check the destination markets

Federal label approval and state product registration are different checkpoints. Before distribution, identify each state where you plan to sell and confirm whether product registration, label filing, or other state steps apply.

Before submission

Confirm that the information in the application matches the current artwork and product records. Note unresolved questions, retain agency correspondence, and verify current instructions before submitting or printing.
